If ports block is enabled in proxy configuration, when proxy is disabled ports block remains still active

Description
If I have configured the web proxy with ports (80 and 443) block active, when I disable the web proxy, I can't use this ports again.
Disabling of web proxy should turn off this block.
The only way to disable that is enabled the web proxy again.
