password-strength validator: plugged default action. Closes #881 - System password validator

NOTE: password-strength action mimics esmith::util::validatePassword() logic

Validator must honor passwordstrength db prop.

Enable strong password:

config setprop passwordstrength Users strong

Disable strong password:

config setprop passwordstrength Users none
