Description
Web sites whitelisted in the web filter settings page should also be exempted from antivirus scanning.

Test case:
1. update package
2. enable antivirus on web content filter
3. download an eicar test file, it'd be blocked
4. insert eicar.org in whitelist
5. download eicar test file, it'd succeed
