Description
Create a new web page to manage blacklists.
The user should be able to:- select which list to download
- fire the download of the lists with a simple button
Each list should report a summary of usage license.

Package in nethserver-testing:
- nethserver-squidguard-1.0.5-36.0gitef146c2d.ns6.noarch.rpm
- On a clean machine, access the tab "Blacklists" inside the "Web content filter" section
- Select a list and click on "Save and download"
- Wait for the end of task
- Go inside the Filter tab and try to create a new filter
- Check a list of categories has been displayed

I successfully downloaded a blacklist and found new categories in the filter page.
Note:an old small list set is distributed with squidGuard.
