Description
The show tooltip message is sent to wigets before they are rendered.

Notification widget: delay tooltip showing. Refs #2898
- Wait for targets to be rendered before sending the tooltip event.
- Tooltips targets were searched by CSS class only, now also by ID.
- Make tooltips disappear when target gets "mouseout" event (default
qtip behaviour).
