resolver configuration: added db migrate fragment and /etc/resolv.conf template fragment. Refs #1040 - Dependencies refactor

  • Deleted dnscache and dhcpd migrate fragment
  • Moved dns "none" role in project:nethserver-base. See #1041 - Extensible DNS configuration
