Description
Symptom: sshd refuses access (tcp-wrappers) after a fresh-install
Cause:
Seems that the initialize-databases action must be run two times to get the networks db correctly initialized. Actually the nethserver-base-update event runs it one time.

This has been fixed by bootstrap-console refactor, that initializes the networks database properly before /etc/localnetworks template is expanded.
Future releases will no more rely on networks database for the system local network record. See #1484
