Description
/etc/resolv.conf template is not expanded after nethserver-dnsmasq-update event

The migration fragment 40dnsRoleResolver is executed BEFORE setting database default values.
It must be converted into an action script to be executed AFTER initialize-default-databases but BEFORE /etc/resolv.conf expansion
